By bridging information gaps and fostering community agency, Sembrando Sentido challenges corruption and upholds accountability. Sembrando Sentido pioneers systemic change, transforming Puerto Rico’s governance landscape toward fairness and prosperity for all.

Personal Bio

Issel Masses Ferrer is the founder and executive director of Sembrando Sentido, leading the charge in good governance and anti-corruption in Puerto Rico. Her journey began at the World Bank, where she delved into governance research for several countries, including Botswana, Uruguay, Egypt, and South Africa. Inspired by her experiences, Issel launched Sembrando Sentido to champion transparency efforts and support civic action in Puerto Rico.

Issel combines academic rigor with real world impact and is dedicated to forging equitable and accountable governance structures for underserved communities. She was recognized as a New Profit Democracy Entrepreneur and a Camelback Ventures Fellow. Issel’s work has been featured in hundreds of media citations, as well as multiple publications. She holds a bachelor’s degree from American University and a master’s degree from Duke University.
